EU Publishes First Harmonised AI Standard for High-Risk Systems

The European Commission has published the first harmonised standard supporting the AI Act in the Official Journal of the European Union, it announced. The standard, EN 18286:2026, developed by CEN and CENELEC, sets out quality management system requirements for providers of high-risk AI systems under Article 17 of the regulation. Its citation was made through Commission Implementing Decision (EU) 2026/2274.

Key facts

What does the standard mean for high-risk AI providers?

EN 18286 translates the quality management system requirements of Article 17 into an operational framework. Providers that apply it will be presumed to conform with those requirements, giving them a clearer legal pathway to compliance. The standard is mapped directly to Article 17 and is structured around the lifecycle of an AI system rather than the organisation as a whole.

It is intended to complement, not replace, existing international standards. Providers already working with ISO/IEC 42001, ISO 9001 or sectoral systems such as ISO 13485 can layer EN 18286 on top. The standard explicitly allows providers in regulated sectors to integrate their management systems rather than run separate ones. Who can use EN 18286?

Organisations without ISO/IEC 42001 that plan to place or put into service high-risk AI systems on the EU market can use EN 18286 to expand an existing quality management system or to build one that meets Article 17 requirements. The Commission said the publication marks an important milestone in implementing the AI Act ahead of the application of requirements for high-risk AI systems. What happens next?

Further harmonised standards are expected to follow, according to the Commission. The publication of EN 18286 is the first such standard to appear in the Official Journal, and its citation triggers the presumption of conformity for providers that adopt it. The Commission has pointed readers to further information on the standardisation of the AI Act.
